The Research and Training Center for Literacy Education, Southwest China Normal University (RTCLE) was set up with the approval of the State Education Commission of the People’s Republic of China as the Only Professional Institute for literacy education in China.

The task of RTCLE includes theoretical research and experiments on educational reform and development in literacy education; publication of prototype textbooks; training of administrators, research workers and teachers; international cooperation and information exchange concerning literacy education and working out effective and applicable measures to tackle the practical problems of literacy education at grass roots level with the view to eradicating illiteracy and improving the citizens’ basic potential


Literacy Field Surveys

The Research and Training Center for Literacy Education often undertakes field surveys for literacy education and the surveys have been conducted in following means

(1) Since 1997, teams of full-time researchers have been sent for field surveys to Longsheng(Guangxi province), Tongdao(Hunan province), Wuding and Yunmou(Yunnan province), Xichang and Ganzi(Sichuan province), Beibei, Qianjiang, Fuling and Wanxian(Chongqing), Ankang,(Shaanxi province), Yuxi(Hubei province), Xinxian(Henan province), Cixian(Hebei province), Datong and Pingyao(Shanxi province), Fengzheng(Inner Mongolia) and Huairou(Beijing). With the field surveys, a great amount of first-hand data for literacy education has been attained.

(2). RTCLE part-time researchers all over the country have made surveys in their respective districts and provinces where the full-time research workers have not reached, to collect data.

(3). In summer vocation, RTCLE organizes teams of college students to carry out literacy classes without pay, field surveys, and research on literacy education in ethnic group regions and poor areas. And it has achieved effective results and received favorable comments.

Field-testing

Various field tests in literacy, post-literacy and continuing education have been launched for the recognition of rural people’s needs and in search of effective approaches in practice.

(1). Field-testing in literacy and adult education in Beibei, Chongqing

Beibei is a suburb of Chongqing and a state-run field-testing base for community development. After consultation with Beibei Government and Education Commission, RTCLE has selected Beibei as its field-testing base in literacy and adult education to coordinate and promote the state-run tests and to explore literacy approaches. Tests are conducted at three levels, namely, literacy and adult education at primary school level, adult education at junior high level, and adult education at senior high or higher level. Education at each level consists of five respects: morals, basic literacy skills (reading, writing and numerating, etc.), sciences and technologies (with a focus on production skills), health, and living skills (household planning, production and business management, etc.).

(2). The set-up of field-testing bases in other province

In March 1998, RTCLE, in cooperation with the local Education Commission of Lancang Autonomous County of Lahu nationality, has established a base of literacy, post-literacy and continuing education for ethnic groups. In order to explore the special characters of literacy education in poor border ethnic group regions, five literacy classes which were respectively directed to minority nationalities of Lahu, Bulang, Hani, Dai have been launched.

Organizing Universities Students in Literacy Practice

Since its foundation, RTCLE, in cooperation with the University Youth League and Students’ Union, would train literacy volunteers and assign students literacy activities and direct literacy practices among students of Southwest China Normal University (SWNU). With our great efforts, RTCLE has established 34 regular literacy bases for social practices by university students in Yunnan, Guizhou, Sichuan and Chongqing. With the great achievements gained in the literacy practices, SWNU has enjoyed for several connective times the title “Advanced Institution for Social Practice in China” conferred by the Propaganda Department of Central Committee of Communist Party of China, Ministry of Education and the Central Committee of Youth League.

Theoretical Research

RTCLE focuses its research on the subjects initiated by the Ministry of Education. And presently, entrusted by the Basic Education Department, Ministry of Education, RTCLE is conducting research on subjects as follows:

(1)Guidelines for Curricular Reform of Literacy Education;

(2) Modern Criteria of Being Literate and the Assessing Measures;

(3)The Designing and Practicing of the Information Management System for Literacy Education in China;

(4)Directions for Material Development for Literacy Education in China.

RTCLE also undertakes some research on special subjects, such as Programs in Women Literacy, Comparative Studies in Literacy, the 50 Years of Literacy Education in China, the Establishing of Monitoring and Evaluating system for Literacy, Post-literacy and Continuing Education on China, the Material Development for Literacy Education in Ethnic Group Regions, the Field-tests of Literacy Education in Rural Areas of Southwest China as well as the Policies and Ensuring Measures for Post-literacy Education in China’s Rural Areas.

The full-time research workers of RECLE, joined by some part-time research workers from Education Sciences Research Institute and Education Department of SWCNU and other provinces and cities, have gained achievements on literacy research as follows:

The Monitoring and Evaluating of Literacy Education, Present Situation;

Problems and Measures for Literacy Education in Ethnic Group Regions;

Wrong Directions of Propaganda for Literacy Education;

Principles of Propaganda and Mobilization for Literacy Education;

The Criteria for Literacy Education;

Suggestions for Objective Management of Bilingual Teaching for the Minority Nationality Lahu in Lancang;

The Use of Special Literacy Means in Literacy Teaching;

The Reading Primer of Lahu Language and Chinese;

The Reading Primer of Wa Language and Chinese;

Policies and Administration of Literacy, Post-literacy and Continuing Education in Foreign Countries;

The Crux and Realizing Strategies for the new View of Literacy Education as well as the Analysis of the Characters of Literacy Education in China since 1980’s.

International Communication and Cooperation

Since its foundation, RTCLE has formed close relations and accomplished effective cooperation with organizations of UNESCO, especially ACCU. Since July 1997, RTCLE has sent 12 staff members to Japan, India, Philippines, Thailand, Australia and America to attend academic communication and subject research workshops. And Sponsored by ACCU, RTCLE has successfully adapted and developed some booklets on post-literacy education, such as Concerning with the Surroundings of Our Towns and Cities—Recycling and Reducing Rubbish, Herbal Medicine—to Keep Our Traditional Wisdom Vigor, General First-aid Knowledge in Family, the Prevention and Cure of Common Infectious Diseases of Pigs, Nutrition and Health as well as Fishing in Pools. The printing number of the above-mentioned booklets is respectively 10,000 and all of them have been sent by post to governmental organizations and NGOs concerned with literacy education as well as the literacy classes and post-literacy classes at gross roots level.

Devices

In order to meet the needs of literacy research and personnel training, RTCLE has been equipped with advanced facilities for teaching and research. All the offices, research room and meeting room of RTCLE have been installed with computers with high performance and all of them are connected to wide-band network, which ensures the high speed of information flow. And the multimedia classroom helps realize multimedia information exchange and presentation in class. The Computer/Information Room possesses 25 terminals and it is available for trainees’ Internet travel and information exchange for international meetings. There are Xerox machine (Toshiba310, Japan) and speeded-up duplicator (DP31, Japan) in the copying room, which ensures the quick copying of materials for meetings. Furthermore, the two meetings and two classrooms in RTCLE have been fitted out with multimedia facilities of high performance, which help meet various needs of teaching and meetings.

RTCLE has been successfully hosted to several national and international academic workshops, and the facilities here we possess have gained high praise of the meeting participants.

China LRC

The Literacy Resources Center for Girls and Women in China(China-LRC) was set up by Asia/Pacific Cultural Center for UNESCO(ACCU) as the only professional institute for research and training of literacy education for girls and women, collecting resources and network service. Set up on 12th Dec. 1997, China-LRC is one of the ten LRCs established in Asia/Pacific countries by ACCU.

The basic activities of China-LRC are:

(1) To collect/provide reference materials to other NGOs and field workers;

(2) To develop innovative literacy materials and strategies;

(3) To provide training opportunities to literacy workers in different aspects.

The task of China-LRC includes carrying out practicing activities and research related to literacy for girls and women with the involvement of all sides in society; exploring effective and applicable measures for the promotion of literacy for girls and women; developing prototype literacy textbooks; training administrators and facilitators; collecting literacy information and materials; promoting international cooperation and information exchange to push on the reform and development of literacy education for girls and women and to make China-LRC a center for the literacy promotion for girls and women, research and facilitator training, material development and information exchange.

The branches of China-LRC include office, research department, training department, information/computer room, reference room, audio-visual laboratory and it has a staff of 75, including 20 full-time research workers and executive workers and seven of them have been conferred advanced academic title. The China-LRC possesses the necessary facilities for teaching, research and training.

China-LRC is planning to set up field testing bases for literacy education for girls and women in ethnic group regions in Chongqing, Guangxi, Yunnan, Guizhou and Sichuan during the coming years. And we are looking forward to the involvement of research workers and organizations from home and abroad.
