At the gate of the new century, finishing checking and assessing literacy education, China is at the point to determine whether continuing the work in literacy and how to carry out literacy activities in the new century. In order to enhance and extend the outcomes of literacy education, Ministry of Education in China (MOE) issued a notice to entrust the Research and Training Center for Literacy Education (RTCLE), Southwest China Normal University (SWNU) literacy research topics. And the construction of China Literacy Information Management System is one of the four topics designated in the notice. China Literacy Online is the extension and network version of China Literacy Information Management System during the information/technology period.

The aims of China Literacy Online is are: to publicize the national literacy strategies, pol9cies, activities and outcomes; to provide information reference materials and information exchange for target users; to further literacy education in China and ultimately achieve the goal of education for all.


Objectives and target users

The objectives of China Literacy Online are:

to publicize the national literacy strategies, policies, activities and outcomes;

to provide the government with theoretical and practicing information and reference materials for formulating literacy strategies and policies, decision-making, program development and literacy implementation;

to provide the literacy program executives with historical and actual information/reference material in following aspects: project designing, project development, literacy management, training, news releasing, curriculum and material development, research and assessment;

to timely report national and provincial news and information;

to provide literacy personnel with network platform for the exchange of information, experience and materials.

The target users of China Literacy Online are:

Ministry of Education, The National Planning Commission for Education Science;

Government and education commissions in different provinces, cities and regions;

Participants of literacy programs, including administrators, researchers, facilitators, curriculum and materials developers;

Those people and organizations who concern with literacy education;

The international literacy circle and concerned international organizations. Top

Database

The Database will cover following columns: governmental documents (1949-1987), governmental documents (1988-1997)(including the national literacy strategies, policies, decision-making, measures and rewarding, also, the important events), facts and figures, breakthroughs, works and articles, literacy research and training agencies, literacy experts, programs and projects, textbooks and reading materials, meetings.

As for the visitors, the Database system not only offer the service of information exploration but also information searching that can help users soon get what they need.

As for the system administrator, it is convenient to set up, change and delete items and data on-line.

News system

In the news center, we will timely report national and provincial news concerning literacy education, in order that the target users may have a clear picture of changes, trends of literacy education.

As for the administrator, it is also convenient to set up, change and delete items and data on-line.

Hope forum

It is free for visitors to express their ideas, release news and information, offer their experience, exchange information and materials, also ask and answer questions. And the administrator should keep watch on the messages.

In view of the specialty of China Literacy Online, we need continuous and stable data resources to replenish the database and provide news and necessary information for users. Thus, it needs the support and devotion of Ministry of Education, teaching and research units, facilitators and learners, as well as those who concern themselves with literacy education to provide materials and information on literacy education.

Expectation
If the users who are involved with literacy administration and teaching need some training, we may provide on-line training for them (in future). If literacy and post-literacy learners need long-distance education, we may also plan to provide multimedia textbooks on line or CD rooms to literacy classes and personnel.
